Spectrum Policy Concepts
Spectrum management is changing. Change follows a number of themes or concepts. Policy is effectively measured by the degree to which an NRA wishes to embrace some or all of these concepts. These concepts are as follows:
- Spectrum fees based on opportunity cost pricing
- Involvement of the markets in NRA decisions
- The use of consultations to engage with the markets
- Audit of spectrum to correct data by inquisition
- Spectrum re-farming to optimise use of spectrum
- Development of property rights in order to facilitate trading
- Harmonisation to achieve economies of scale
- Spectrum auctions replacing beauty contests or direct awards
- Liberalisation allowing least constraining technical constraints
- Service and technology neutrality
Across the world, there are leaders and pioneers in each concept area. There are NRAs who have achieved market priced fees. There are NRAs who have developed consultation procedures. And there are many who are just setting out on the journey, changing telecommunications laws and other instruments that will lead to modern policies in the future.
