Spectrum Master Class

About the Course

InterConnect's Spectrum Master Class is an ideal training resource for professionals involved in or wishing to learn more about the radio spectrum, particularly those working for operators, regulators and other telecommunications organisations. The course will provide delegates with knowledge of the latest developments in spectrum regulation including the importance of spectrum management, spectrum policy and planning and the role of spectrum monitoring.

The Spectrum Master Class runs twice per year. The dates for 2010 are:

4 - 8 October 2010

Register

Registering for the Spectrum Master Class is quick and easy. You can either register online through the website or you can complete a hard copy booking form which can be faxed or scanned and emailed to us.

SpectrumFor hard-copy registrations, download the course brochure (left) and complete the registration information on the last page of the brochure in full and return to us. Please ensure you include a valid email address for follow-up course information.

If possible, however, we would prefer to receive online registrations as handwritten (and faxed) responses can be difficult to read sometimes.

To register online, please complete the online booking form and submit. Please include a valid email address for all delegates as these are used to confirm registration and to send additional information regarding attendance.

Pricing

The Spectrum Master Class costs £2895 (excluding VAT) and which includes accommodation at the course venue. More information on what is included in the price of the course is outlined in the What's Included? page on the site.

We are happy to offer discounts on our standard pricing but only in relation to multiple bookings and a formal structure for this applies.

UK Value Added Tax (VAT) is chargeable on all bookings for the Master Classes. The standard UK rate is currently 17.5%. There are however circumstances under which VAT will be zero rated for certain Government organisations.

Presenters

Each course is presented by experts in the field. Presenters for the Spectrum Master Class and a short bio for each are outlined below:

John Berry

John BerryJohn Berry is a radiocommunications expert with 30 years’ experience in the mobile, fixed, radiodetermination and broadcasting services and in military radiocommunications. Prior to joining InterConnect, John spent some 13 years as Managing Director of ATDI Ltd, leading a series of major radio and spectrum management consultancy and software engineering projects which contributed hugely to Europe’s telecommunications infrastructure and spectrum management policies. His most recent projects have included the re-farming of radar bands, the specification of defence spectrum management systems, the development of policy in the IMT2000 bands and the development of bi-lateral and multi-lateral agreements for cross border coordination. John has presented some 60 technical papers and 20 technical/management workshops across Europe on spectrum-related topics, and is a patent holder in radio measurement techniques. He consults in spectrum management and in wireless network design and implementation.

Dave Tanner

Dave Tanner is an experienced consultant and engineer with over fifteen years’ technical and management experience in the telecommunications arena, in particular in personal mobile radiocommunications. Dave has used his expertise to provide strategic and operational advice to diverse players, from new entrants to major businesses, across the telecoms industry and around the globe. Recently Dave has focused on technical and operational business strategy development and due diligence, undertaking projects within Europe, the Middle East and Africa. Prior to joining InterConnect, Dave spent two years as a Principal Consultant in the Information, Communications and Media Practice at Mott MacDonald, and eight years as a Lead Consultant at Analysys Mason. Prior to that, Dave worked for ICO Global Communications for three years in Regulatory Affairs, where he worked on standards development for 3G/ IMT-2000 and licensing of ICO’s global satellite service. And before ICO, Dave spent three years at the Radiocommunications Agency (now Ofcom) in the Public Networks group.

Hugh Collins

Hugh Collins is a Director with InterConnect and has 35 years experience in the telecoms sector. He has a BA (Honours) degree in Mechanical Sciences and an MA in Management Studies from Cambridge University. He has specialist skills in business and financial modelling including long range incremental cost (LRIC), spectrum licensing, strategy development, technology evaluation, market analysis, telecommunications policy, and regulatory advice. He has worked in over 50 countries in Europe, North America, Australasia, the Asia-Pacific region Latin America and Africa. His focus is on strategy development, technology evaluation, business and financial modelling, and market analysis and forecasting for existing and planned communications services, media and technologies. He has provided telecommunications policy and regulatory advice to governments and regulatory bodies including 3G licensing, spectrum management and the development of a mobile cellular policy.

Mike Goddard

Mike Goddard has 40 years’ experience in spectrum planning nationally and internationally in the UK administration. He was a member of the Radiocommunications Agency’s senior management team and was acting Chief Executive of the Agency when its functions were transferred to Ofcom. He was a member of the Board, and for a short period Chairman, of RSI International, a joint venture consulting business in the field of spectrum management. He has played a leading role in the development of spectrum reviews, national spectrum strategies, and more recently the development and implementation of ground-breaking spectrum reform in the public sector.

Mike was Director for Spectrum and International Policy at Ofcom where his responsibilities included the development of the UK’s overall spectrum allocation policy, with particular emphasis on the interface with government departments, and developing and representing the UK’s position in relevant international fora. He represented Ofcom on the UK Government’s high-level Spectrum Strategy Committee and chaired several of the supporting groups. He led the UK delegation to ITU World Radio Conferences from 1987 to 2007, and to the Regional Radiocommuncations Conference on Digital Broadcasting in 2006. He has also led delegations to three ITU Plenipotentiary Conferences and served as the UK Member of the ITU Council, including one period as vice-chairman of the Council.

Phillipa Marks

Phillipa Marks has particular expertise in the application of market mechanisms to the management of the radio spectrum. She advised the New Zealand government on creating the first ever national market in spectrum in 1989, and since then has developed the approach to spectrum pricing now applied in the UK. She also specialises in the analysis of economic, public policy and regulatory issues in the media and telecommunications industries and has twenty years experience of working in these sectors.

Jan Verduijn

Jan Verduijn started his involvement in radiocommunications back in 1972 as a communications specialist for the Ministry of Defence in the Netherlands. In 1976 he joined the spectrum management organisation in the Netherlands as a monitoring operator, where he then progressed to become head of the monitoring function during the period 1986 to 1999. Jan represented the Netherlands at international forums, including as Chairman of ITU-R Study Group 1 (Working Party 1C on Spectrum Monitoring 2003-present) and Vice Chairman between 1998 - 2003; Vice Chairman of the ITU-R Study Group 1, Spectrum Management (2003-present); and Chairman of the group tasked to review the ITU-R Spectrum monitoring Handbook, version 1995 (1999-2002). Furthermore Jan served from 2002 - 2005 as Secretary of the Electronic Communications Committee, the highest CEPT decision making body on Telecommunications. Jan is now an independent consultant.
