National Number Plans and Numbering Support

Design of National Number Plans

It is critical that all network operators and service providers utilise the numbering resource in a common and consistent manner and provide access for their subscribers to all telecommunications services available through dialling a number. However, the National Number Plan must remain sufficiently flexible and responsive to address legitimate operator requirements and to adapt to changing market circumstances.

Core objectives for a typical National Number Plan might include:
  • Sufficient inbuilt capacity to allow continued use of the Plan without further major structural revision for a term of at least 25 years;
  • Numbers which maintain subscriber friendliness by being of the minimum length practicable and providing an indication of the type of telecommunications service being accessed;
  • Numbers which are designated by service type rather than operator, and allocation procedures be structured so as to avoid any discrimination between operators - including any future new entrants.
Ensuring a National Number Plan is fit to meet the exacting requirements of a vibrant competitive market is a challenging task requiring expert knowledge and extensive practical experience. InterConnect Communications can assist in designing revisions to the Plan to ensure the inclusion of long-term capacity for new services, network developments and competitive operators. These revisions include consumer indicators of service types, and thus broad indicators of call costs. Essential to this work is the identification of migration paths from the current use of the numbering ranges to that proposed in the revisions.
