About the Course
The Economic Regulation Master Class is an ideal training resource for all professionals involved in the regulation of the electronic communications sector, but is especially relevant for those involved in the economic analysis and debate that lie at the heart of the liberalisation process and the drive to competitive markets.
The class covers the basic principles of economic regulation including market analysis, market assessment and a review of the traditional SMP remedies. The course then takes a forward looking view at more topical issues in access regulation, spectrum and universal service.

The Economic Regulation Master Class runs twice per year. The dates for 2010 are:
19 - 23 July 201018 – 22 October 2010
Please note that the July course was over-subscribed and we therefore recommend early booking for the October course to avoid disappointment.
Register
Registering for the Economic Regulation Master Class is quick and easy. You can either register online through the website or you can complete a hard copy booking form which can be faxed or scanned and emailed to us.

For hard-copy registrations, download the course brochure (left) and complete the registration information on the last page of the brochure in full and return to us. Please ensure you include a valid email address for follow-up course information.
If possible, however, we would prefer to receive online registrations as handwritten (and faxed) responses can be difficult to read sometimes.
To register online, please complete the online booking form and submit. Please include a valid email address for all delegates as these are used to confirm registration and to send additional information regarding attendance.

Pricing
The Economic Regulation Master Class costs £2895 (excluding VAT) which includes accommodation at the course venue. More information on what is included in the price of the course is outlined in the What's Included? page on the site.
We are happy to offer discounts on our standard pricing but only in relation to multiple bookings and a formal structure for this applies.
UK Value Added Tax (VAT) is chargeable on all bookings for the Master Classes. The standard UK rate is currently 17.5%. There are however circumstances under which VAT will be zero rated for certain Government organisations.

Presenters
Each course is presented by experts in the field. Currently planned presenters for the Economic Regulation Master Class and a short bio for each are outlined below, with additional presenters being added over the coming weeks as they are confirmed:
Jeremy Turk
Jeremy Turk is an economist and strategist with some 20 years experience in telecommunications. After working for the Bank of England, Shell International and in academia, he was Manager of Regulatory Economics and Head of Strategic Economics at BT; while at BT he had close involvement with BT’s contribution to the Monopolies and Mergers Commission investigation of fixed number portability and with Ofcom’s Strategic Review. He was for several years Special Economic Advisor to the General Director of the Telecommunications Regulatory Authority of Bahrain. He has taught and lectured on telecommunications regulation and economics and also acted as a consultant in telecommunications and more generally in the sphere of regional economic development.
John Cluny
John Cluny is a highly experienced regulatory economist and commercial strategist with wide-ranging experience of both the broadcasting and telecommunications markets. He has held senior posts covering regulatory affairs, economic analysis and interconnect strategy at Oftel, TeleWest (and ntl-Telewest) and the Independent Television Commission before becoming an independent consultant specialising in market liberalisation, market development and the commercial challenges of Next Generation technologies. He has worked with broadcasting and telecoms regulators in both the UK and the Middle East, and has substantial commercial experience in network access, pricing and interconnection issues.
Hugh Collins
Hugh Collins is a Director with InterConnect and has over 30 years experience in the telecoms sector. He has specialist skills in business and financial modelling including LRIC, strategy development, technology evaluation, market analysis, telecommunications policy, and regulatory advice. Hugh has advised a number of governments on privatisation matters and prepared detailed market analysis to support to determine requirements for additional licence requirements. He has also advised on competition policy, the optimum number of licences in country markets, using industry sector models to provide the correct forecast and structural advice.
Leo Borwick
Leo Borwick has worked in a variety of senior roles in the telecommunications industry for over 20 years, specialising in business modelling, pricing, regulatory policy and strategy. He has worked with fixed and mobile operators, challengers, ISPs, equipment suppliers and regulators in the UK, Europe, Africa and South East Asia. His recent work has focused on LRIC cost analysis, pricing strategy and price cap reviews. Recent assignments have included building LRIC cost models of fixed and mobile operators, assisting an industry body with developing a consensus on NGN interconnection, assisting the UK regulator, Ofcom, with their review of the future of mobile termination charges and developing a set of scenarios concerning the future of the communications industry for the City of London.
Phillipa Marks
Phillipa Marks has particular expertise in the application of market mechanisms to the management of the radio spectrum. She advised the New Zealand government on creating the first ever national market in spectrum in 1989, and since then has developed the approach to spectrum pricing now applied in the UK. She also specialises in the analysis of economic, public policy and regulatory issues in the media and telecommunications industries and has twenty years experience of working in these sectors.
Matthew Cherry
Matthew Cherry is a regulatory and competition law specialist with experience across a range of regulated industries both as a consultant and working in-house in regulated telecommunications companies. He is an economist with a masters degree in economics from University College London. Matthew recently worked for five years at Hutchison 3G UK Limited (the UK 3G only mobile network operator), providing strategic regulatory advice on a wide range of cutting edge regulatory issues including spectrum licensing matters and call termination. He represented the company in the recently concluded Competition Commission inquiry into mobile call termination. He has detailed recent experience of dealing with mobile related regulatory matters in the UK and EU and has been involved in the regulatory debates around mobile cost modelling for over seven years.
Adam Mantzos
Adam Mantzos has 20 years’ experience of advising clients on financial and economic issues in regulation and competition, having specialised in this area since qualifying as a chartered accountant in 1990. His experience includes the development of regulatory policy, the introduction of competition into monopoly markets, network access, the level and structure of price controls, cost attribution, efficiency assessment and forecasting, the analysis of anti-competitive behaviour including predatory pricing and margin squeeze, and financial modelling, impact and viability issues. Adam’s experience covers the gas, electricity, telecoms, media, water, rail and postal industries.
Malcolm Taylor
Malcolm Taylor has been Managing Director of Cable Europe Labs since June 2007 and chair of its EuroDOCSIS Certification Board since August 2000. After joining Cable and Wireless in 1967, he moved to W S Atkins in 1978, to head up a new telecoms consulting division. In 1992, he joined Energis to negotiate its interconnection agreement with BT and became Director of Regulatory Affairs. In 1995, he moved to Telewest, as VP, Regulatory and Public Policy. Between 2001-2007, he was closely involved with the Broadband Stakeholders’ Group, including chairing its regulatory group, and he was a co-author of the BSG’s 2007 report, ‘Pipe Dreams - Prospects for Next Generation Broadband’.
Jonathan Porter
Jonathan Porter is a Senior Economic Adviser at the UK regulator Ofcom and has worked in the field of competition and regulatory economics since 1994 when he worked as an economist in the mergers branch of the Office of Fair Trading. After the OFT, he worked at Oftel for three years before joining ntl as a regulatory economist where he was involved in the development of proposals for LLU and also in the ntl-Cable and Wireless merger. After just over three years at ntl, Jonathan joined the Independent Television Commission (ITC) where he remained through to creation of Ofcom which he joined in 2003. In the course of his work at Ofcom, Jonathan has dealt with a range of competition and regulatory issues including the pricing of DTT capacity, the economic analysis of the TV advertising market, issues around the development and exploitation of new media rights, and the use of cost-benefit analysis to inform policy decisions.
Economic analysis lies at the heart of regulatory policy and is a prerequisite for effective regulation of the communications sector. Just as it shapes future policy and regulation, it also serves as the justification for existing frameworks as regulators seek to introduce competition where it has been lacking or address perceived market failures.

Like the Regulatory course, the Economic Regulation Master Class also offers an introductory session on telecom networks aimed primarily at those with a non-technical background. These sessions are popular with delegates and explain how fixed and mobile networks operate, before then introducing Next Generation Networks and highlighting the key difference between these and legacy networks.
