Decision Making in Wireless Networks, London, 30 March 2010
National Regulatory Authorities such as Ofcom, whilst being guided to some extent by regional and national agencies, will make critical decisions in the months and years ahead that will affect the returns available from investment in communications networks. Network operators will lobby these regulators and generally make the best of the decisions made. There is much thinking to be done and many principles to be established. InterConnect Communications has therefore embarked on a series of free short seminars to discuss and inform on communications regulation fundamental to world economies.

This seminar is ideal for anyone operating or regulating wireless networks (2G/3G/4G, WiMAX, TETRA etc). This seminar will be of particular interest to financiers, economists, engineers, regulators and lawyers associated with wireless networks, whether at proposal, start-up, expansion or under normal operations.

About Your Seminar Leaders:
John Berry and Hugh Collins are Directors of InterConnect Communications. Each has some 30 years experience in spectrum management and business modelling. Over the past year their consulting contracts with national regulatory authorities and wireless operators have included: re-farming bands, computing spectrum fees, developing modelling tools and developing spectrum strategy.

John Berry is a wireless expert with 30 years’ experience in the mobile, fixed, radiodetermination and broadcasting services and in military radiocommunications. Prior to joining InterConnect, John spent some 13 years as Managing Director of ATDI Ltd, leading a series of major wireless network planning and spectrum management consultancy and software engineering projects which contributed hugely to Europe’s telecommunications infrastructure and spectrum management policies. He has led project teams to design and implement twenty wireless networks worldwide. His most recent consulting projects have included the re-farming of GSM bands, the development of policy in the IMT bands and the development of bi-lateral and multi-lateral agreements for border roaming. John has presented some 60 technical papers and 20 technical/management workshops across Europe on wireless topics. He consults in spectrum management and in wireless network design and implementation. John has a BSc degree from Loughborough University, a BA in international studies and MBA from the UK’s Open University Business School. |

Hugh Collins has a BA (Honours) degree in Mechanical Sciences and an MA in Management Studies from Cambridge University. He has specialist skills in business and financial modelling including long run incremental cost (LRIC), spectrum licensing, strategy development, technology evaluation, market analysis, telecommunications policy, and regulatory advice. He has worked in over 50 countries in Europe, North America, Australasia, the Asia-Pacific region Latin America and Africa. His focus is on strategy development, technology evaluation, business and financial modelling, and market analysis and forecasting for existing and planned communications services, media and technologies. He has provided telecommunications policy and regulatory advice to governments and regulatory bodies and recent work includes 3G licensing and spectrum management in Thailand, the development of a mobile cellular policy and the development of a Universal Service Fund in Pakistan, assistance in updating the licensing framework for Electronic Communications in South Africa and other regulatory development projects in Thailand, Lebanon, Syria and Romania. |
