About the Course

The Advanced Regulation Master Class is an ideal training resource for all professionals involved in the regulation of the electronic communications sector, but is especially relevant for those involved in the economic analysis and debate that lie at the heart of the liberalisation process and the drive to competitive markets.

The class covers the basic principles of economic regulation including market analysis, market assessment and a review of the traditional SMP remedies. The course then takes a forward looking view at more topical issues in access regulation, spectrum and universal service.

Registering for the Advanced Regulation Master Class is quick and easy. You can either register online through the website or you can complete a hard copy booking form which can be faxed or scanned and emailed to us.

Economic Regulation

For hard-copy registrations, download the course brochure (left) and complete the registration information on the last page of the brochure in full and return to us. Please ensure you include a valid email address for follow-up course information.

If possible, however, we would prefer to receive online registrations as handwritten (and faxed) responses can be difficult to read sometimes.

The Advanced Regulation Master Class costs £3200 (excluding VAT) which includes accommodation at the course venue. More information on what is included in the price of the course is outlined in the What's Included? page on the site.

We are happy to offer discounts on our standard pricing but only in relation to multiple bookings and a formal structure for this applies.

UK Value Added Tax (VAT) is chargeable on all bookings for the Master Classes. From 2011, where applicable, VAT will be charged at the standard UK rate of 20%. There are however circumstances under which VAT will be zero rated for certain Government organisations.

Each course is presented by experts in the field. Currently planned presenters for the Advanced Regulation Master Class and a short bio for each are outlined below, with additional presenters being added over the coming weeks as they are confirmed:

Jeremy Turk

Jeremy TurkJeremy Turk is an economist and strategist with some 20 years experience in telecommunications. After working for the Bank of England, Shell International and in academia, he was Manager of Regulatory Economics and Head of Strategic Economics at BT; while at BT he had close involvement with BT’s contribution to the Monopolies and Mergers Commission investigation of fixed number portability and with Ofcom’s Strategic Review. He was for several years Special Economic Advisor to the General Director of the Telecommunications Regulatory Authority of Bahrain. He has taught and lectured on telecommunications regulation and economics and also acted as a consultant in telecommunications and more generally in the sphere of regional economic development.

Eric Tyson

Eric TysonEric Tyson is Director of Commercial Services at InterConnect Communications Ltd. Eric has worked in the telecommunications industry for over 25 years, initially with BT and more recently as a consultant with InterConnect. He has carried out project work in the UK, Africa, Central and Eastern Europe, the Middle East and Asia as well as for the European Commission. His experience includes working with Telecommunications Ministries, operating companies and development agencies dealing with telecommunications policy and regulation including interconnection policy and tariffs, regulatory and operator performance matters, new services development (particularly NGN services), business planning, cost allocation and cost modelling in fixed and mobile networks and benchmarking.

Mike Barford

Mike BarfordMike is a chartered management accountant and regulatory specialist with over 15 years' experience in telecommunications regulation and finance. After some years as a commercial accountant in the manufacturing sector, he joined BT, specialising in regulatory pricing, running the Network Charge Control regime financial model, working with regulatory accounting and separation functions and managing the team responsible for the Carrier Price List.

On leaving BT, Mike joined Tiscali UK as Regulatory Director where he was responsible for regulatory strategy, policy and public affairs in a time of rapid growth and the development of LLU and NGNs in the UK. He was heavily involved on the industry side of Ofcom’s Strategic Review of Telecommunications and the subsequent BT Undertakings. He dealt with a range of regulatory issues, across telephony, broadband, business services and pay TV. Mike's particular areas of specialism include economic regulation and regulatory accounting, interconnection, access and infrastructure development. He joined InterConnect in July 2014.

Terry Norman

Terry NormanTerence Norman is an expert in wireless technologies and radio spectrum with over 30 years’ experience in the telecommunications industry. From 2000 to 2005, he was a strategy consultant with Mason Communications specialising in wireless technologies. From 2005 to 2012 he became the lead analyst for Wireless Networks and Spectrum research programmes at Analysys Mason Communications. He is now the Director Consulting at Wireless Explorers. He has worked in most areas of telecommunications, but particularly in mobile access networks, personal area networks, microwave line of sight and satellite communications. He holds a first degree in electronics from University College London and a doctorate in Radio Engineering and Postgraduate Diploma in Management from the University of Manchester, Institute of Science and Technology. Terry presents on the Regulatory and Advanced Regulation courses and has done previously on the Spectrum and Modern Wireless courses.

Catherine Joyce

Catherine JoyceCatherine Joyce is a Senior Consultant with InterConnect working on interconnection, cost modelling and tariff strategies. She has worked in Jordan, Slovakia, the Czech Republic, Bosnia, Serbia, Gibraltar, Malta, Morocco, Oman and the Lebanon. Before joining InterConnect, Catherine was a Senior Consultant with Cable and Wireless, where she was responsible for interconnect cost analysis, traffic modelling and analysis, and the development of interconnection strategies. Catherine presents key sessions on the Regulatory and Interconnection classes.

Economic analysis lies at the heart of regulatory policy and is a prerequisite for effective regulation of the communications sector. Just as it shapes future policy and regulation, it also serves as the justification for existing frameworks as regulators seek to introduce competition where it has been lacking or address perceived market failures.
