Principles of Telecommunications Regulation The key objective of any nation’s telecommunications strategy is to make universally available affordable telecommunications services to assist in economic growth. There is a set of key policies required to achieve such an objective, including:
  • the liberalisation of the telecommunications sector through the development of an appropriate legal and regulatory framework;
  • encouraging investment by the private sector;
  • the effective management and utilisation of publicly owned resources such as numbers and the radio spectrum; and
  • the development of an effective and efficient National Regulatory Authority (NRA) to ensure that the telecommunications market operates smoothly and to counter anti-competitive behaviour.

Drawing from its extensive practical experience, InterConnect has produced "Principles of Telecommunications Regulation" to provide an introduction to some of the key regulatory principles required by the telecommunications sector.

Now in a revised and expanded second edition, the book explores some of the requirements and constraints laid upon NRAs in defining and implementing an appropriate level of regulation and the strategies open to them in fulfilling their mandate.

It considers the operational and organisational aspects key to successful regulation, not least the challenges imposed by the global shift towards general competition regulation, and the regulatory implications of new business models and technologies, such as those associated with Next Generation Networks (NGNs). Lastly, it analyses the reaction to regulatory initiatives by operators and other market players, and the need for NRAs to factor these into their decisions.
